The Visual Studio Isolated Shell allows developers to create custom applications that use the Visual Studio IDE as a foundation. Unlike the Integrated Shell, which merges with an existing installation of Visual Studio, the Isolated Shell runs independently. It provides the core services, toolbars, and menu structures of VS 2015 without requiring the end-user to have a full version of Visual Studio installed.
